Antonio Gramsci – Hegemony, Civil Society & Cultural Power
UPSC PSIR | Political Theory | Power & Ideology
1️⃣ INTRODUCTION
Antonio Gramsci (1891–1937) was an Italian Marxist thinker. He redefined power beyond coercion.
For Gramsci, ruling classes do not dominate only through force, but through consent.
This system of manufactured consent is called HEGEMONY.
2️⃣ WHAT IS HEGEMONY?
Hegemony = Cultural, ideological and moral leadership through which ruling class secures consent of the governed.
- Not only police or army power
- But schools, media, religion, culture
- People accept domination as “normal”
Power works through minds, not just through violence.
3️⃣ POLITICAL SOCIETY vs CIVIL SOCIETY
๐น Political Society
- State
- Police
- Army
- Courts
Operates through coercion.
๐น Civil Society
- Media
- Education
- Church
- Family
- Culture
Operates through consent.
Modern power = combination of coercion + consent.
4️⃣ HOW HEGEMONY WORKS
- Dominant ideas become common sense.
- Economic order appears natural.
- People internalize ruling ideology.
Example: Capitalism presented as inevitable and efficient.
Thus exploitation becomes invisible.
5️⃣ WAR OF POSITION vs WAR OF MANOEUVRE
๐น War of Manoeuvre
Direct revolution (like Russian Revolution).
๐น War of Position
Slow ideological struggle inside civil society. Winning hearts and minds.
Gramsci believed modern societies require war of position.
6️⃣ ORGANIC INTELLECTUALS
Every class produces intellectuals.
- Traditional intellectuals (status quo)
- Organic intellectuals (challenge hegemony)
Revolution requires cultural leadership.
7️⃣ GRAMSCI & MARXISM
Marx emphasized economic base.
Gramsci added superstructure importance. Culture and ideas sustain capitalism.
Thus revolution must begin in culture.
8️⃣ INDIAN APPLICATION
- Media narratives
- Educational curriculum
- Religious nationalism
- Corporate influence
- Social media ideology
Hegemony explains how political dominance becomes moral legitimacy.
9️⃣ MAINS QUESTIONS

๐ QUICK REVISION MAP
- Consent + coercion
