📘 Political Theory – Page 22 LIBERTY: From Negative Freedom to Positive Freedom
Liberty is the oxygen of democracy.
1️⃣ What is Liberty?
Liberty means freedom from restraint and freedom to act.
Core Questions:
- Freedom from what?
- Freedom to do what?
- Who restricts freedom?
2️⃣ Negative Liberty (Isaiah Berlin)
- Freedom from interference
- State should not interfere in private sphere
- Minimal government
Example: Freedom of speech without censorship.
Criticism: Ignores economic and social constraints.
3️⃣ Positive Liberty
- Freedom to realize one's potential
- Requires enabling conditions
- Education, health, welfare
Rousseau: Obedience to self-made law is true freedom.
Criticism: May justify authoritarian control in name of "collective good".
4️⃣ Republican Liberty
- Freedom as non-domination
- No arbitrary power over citizens
- Accountable government
Focus: Protection from domination, not just interference.
5️⃣ Marxist View
- Formal liberty under capitalism is illusion
- Economic exploitation restricts real freedom
- True liberty requires class abolition
6️⃣ Liberal View
- Individual autonomy
- Limited state
- Protection of civil liberties
7️⃣ Liberty in Indian Constitution
- Preamble – Liberty of thought, expression, belief
- Article 19 – Freedom of speech, movement, association
- Reasonable restrictions allowed
Indian model balances liberty with social order.
8️⃣ Liberty vs Equality Debate
- Excess liberty may increase inequality
- Excess equality may restrict liberty
Rawls attempts reconciliation.
9️⃣ Liberty vs Security
- National security laws
- Emergency provisions
- Surveillance state
Modern democracies constantly balance this tension.
🔟 Contemporary Issues
- Digital freedom
- Hate speech debate
- Freedom of press
- Privacy rights
- Internet shutdowns
