📘 POLITICAL THEORY – THE STATE (FOUNDATION TO ADVANCED)

From Social Contract to Administrative & Regulatory State | UPSC PSIR Notes

1️⃣ WHAT IS THE STATE?

The State is a political organization that exercises sovereign authority over a defined territory and population.

Essential Elements:

  • Population
  • Territory
  • Government
  • Sovereignty

Unlike society or government, the State possesses supreme legal authority.

2️⃣ CLASSICAL FOUNDATIONS

Plato: State as ethical community pursuing justice.

Aristotle: State exists for good life; humans are political animals.

For classical thinkers, the State was moral and teleological.

3️⃣ SOCIAL CONTRACT THEORY

Modern theory begins with contract thinkers:

  • Hobbes: State necessary to escape state of nature chaos.
  • Locke: State protects natural rights.
  • Rousseau: State expresses general will.

State emerges from consent — not divine authority.

4️⃣ LIBERAL THEORY OF THE STATE

  • Limited government
  • Rule of law
  • Separation of powers
  • Protection of rights

State is a neutral umpire ensuring individual liberty.

5️⃣ MARXIST THEORY OF THE STATE

State is an instrument of class domination.

  • Represents bourgeois interests
  • Maintains capitalist exploitation
  • Will “wither away” in classless society

Modern neo-Marxists see the State as relatively autonomous but structurally biased.

6️⃣ PLURALIST VIEW

State mediates between competing interest groups.

  • Power is dispersed
  • No single ruling class
  • Democratic bargaining process

7️⃣ WELFARE & DEVELOPMENTAL STATE

  • Active role in economic planning
  • Social justice policies
  • Public welfare programs

Post-WWII and postcolonial states adopted developmental models.

8️⃣ REGULATORY & ADMINISTRATIVE STATE

Modern state increasingly functions through:

  • Regulatory commissions
  • Independent agencies
  • Technocratic governance

Raises accountability concerns.

9️⃣ POSTMODERN & FEMINIST CRITIQUE

Postmodern View: State produces knowledge and power (Foucault).

Feminist View: State historically patriarchal.

🔟 GLOBALIZATION & THE CHANGING STATE

  • Decline of absolute sovereignty
  • Rise of supranational institutions
  • Network governance

State is transforming — not disappearing.

📝 UPSC MAINS QUESTIONS

  1. Discuss Marxist and Liberal perspectives on the State.
  2. Is the State withering away in the age of globalization?
  3. Examine the rise of the Regulatory State.
  4. Critically evaluate Social Contract theory.

📌 REVISION SUMMARY

  • Classical → Ethical State
  • Contract → Consent-based State
  • Liberal → Limited State
  • Marxist → Class State
  • Modern → Regulatory/Administrative State

The State is not static — it evolves with power, economy and society.
