“The transition from ‘government’ to ‘governance’ reflects a postmodern transformation in public administration.” Critically examine.

Traditional ‘government’ refers to formal state institutions exercising authority through hierarchical structures. It emphasizes sovereignty, command, and control within clearly defined constitutional frameworks.

In contrast, ‘governance’ represents a broader concept involving networks of public, private, and civil society actors collaborating to achieve collective goals. It reflects decentralization, partnership, and participatory mechanisms.

The postmodern transformation challenges rigid hierarchies and promotes fluid, multi-actor decision-making systems. Globalization, technological advancement, and policy complexity necessitated this shift beyond traditional bureaucratic models.

The New Public Management movement and later network governance frameworks reinforced managerial flexibility and stakeholder participation. Governance emphasizes transparency, accountability, and citizen-centric service delivery rather than mere rule enforcement.

In India, public-private partnerships, regulatory agencies, digital platforms, and local self-governance illustrate governance-oriented practices.

However, critics argue that excessive diffusion of responsibility may weaken accountability and blur lines of authority.

Thus, the shift from government to governance signifies evolution rather than abandonment—expanding administrative frameworks to accommodate complexity while retaining constitutional legitimacy.
