Antonio Gramsci – Theory of Hegemony
Most Powerful Concept in Modern Political Theory – UPSC PSIR Paper I
1️⃣ INTRODUCTION
Antonio Gramsci was an Italian Marxist thinker. He modified classical Marxism. Unlike Marx, he argued that power is not maintained only through force. It is maintained through consent.
This concept is called Hegemony.
2️⃣ WHAT IS HEGEMONY?
Hegemony means cultural and ideological domination. The ruling class controls society not just through police or army, but through ideas, education, religion, media and culture.
People accept domination voluntarily because they believe it is natural.
3️⃣ FORCE vs CONSENT
| Force | Consent |
|---|---|
| Police | Education |
| Army | Media |
| Law | Religion |
| Repression | Ideology |
Gramsci says modern states rely more on consent than force.
4️⃣ CIVIL SOCIETY
Gramsci divides society into:
- Political Society → Government, police, courts
- Civil Society → Media, schools, churches, families
Hegemony operates mainly through civil society.
5️⃣ ORGANIC INTELLECTUALS
Gramsci introduced the idea of “Organic Intellectuals”.
These are thinkers who represent the interests of their social class. They shape public opinion.
Example: Media commentators, activists, policy experts.
6️⃣ WAR OF POSITION vs WAR OF MANEUVER
- War of Maneuver → Direct revolution (violent)
- War of Position → Long-term ideological struggle
Gramsci says revolution in modern societies happens slowly through cultural change.
7️⃣ GRAMSCI vs MARX
| Marx | Gramsci |
|---|---|
| Economic base dominant | Culture important |
| Revolution inevitable | Needs ideological struggle |
| Focus on class conflict | Focus on cultural leadership |
8️⃣ APPLICATION IN INDIA (VERY IMPORTANT)
- Media narratives
- Textbook politics
- Cultural nationalism debates
- Role of civil society NGOs
- Social media influence
- Educational curriculum control
Hegemony explains how power shapes public opinion in democracy.
9️⃣ CRITICISM
