 Michel Foucault – Power, Discipline & Biopolitics

Postmodern Political Theory – UPSC PSIR Paper I


1️⃣ INTRODUCTION

Michel Foucault was a French postmodern thinker. He changed the way we understand power.

Unlike Marx or Weber, Foucault says: Power is everywhere. Power is not only in the state.


2️⃣ FOUCAULT’S CONCEPT OF POWER

Power is not something possessed. Power is exercised.

Power flows through institutions like:

  • Schools
  • Hospitals
  • Prisons
  • Media
  • Family

Power produces knowledge. Knowledge produces power.

This is called Power-Knowledge relationship.


3️⃣ DISCIPLINARY POWER

In modern society, control is subtle. Instead of punishment, there is discipline.

Discipline creates "obedient bodies".

Examples:

  • School timetables
  • Attendance systems
  • Office monitoring
  • Surveillance cameras

4️⃣ PANOPTICON (VERY IMPORTANT)

Inspired from Bentham’s prison design.

In Panopticon: One guard can watch all prisoners. Prisoners never know when they are watched.

So they discipline themselves.

Modern example: CCTV, social media tracking, digital surveillance.


5️⃣ BIOPOLITICS

Biopolitics means control over life.

Modern states regulate:

  • Birth rates
  • Vaccination
  • Public health
  • Population data
  • Gender identity

State controls not just territory, but human bodies and populations.


6️⃣ GOVERNMENTALITY

Governmentality means the art of governing.

Modern governance works through:

  • Statistics
  • Policies
  • Welfare programs
  • Economic planning

People govern themselves based on norms.


7️⃣ FOUCAULT vs MARX

Marx Foucault
Power = Class domination Power = Everywhere
Economic base central Discourse central
State controls power Institutions control power

8️⃣ APPLICATION IN INDIA (VERY SCORING)

  • Aadhaar surveillance debates
  • Digital governance
  • Data privacy issues
  • Social media regulation
  • Health tracking during pandemic
  • Biometric identity systems

Foucault helps explain the "Algorithmic State".


9️⃣ CRITICISM

  • Too pessimistic
  • No clear solution
  • Rejects universal truth
  • Ignores class struggle
