Max Weber (1864–1920) was a German sociologist and political thinker. He is central to understanding:
- Modern State
- Authority
- Legitimacy
- Bureaucracy

Weber asked: Why do people obey authority?
2️⃣ POWER vs AUTHORITY
🔹 Power
Ability to impose will despite resistance.
🔹 Authority
Legitimate power — obedience is voluntary.
Key idea: Authority survives only if people believe it is legitimate.
3️⃣ THREE TYPES OF LEGITIMATE AUTHORITY
1. Traditional Authority
- Based on customs
- Monarchies
- Feudal systems
2. Charismatic Authority
- Based on personal qualities
- Revolutionary leaders
- Emotional devotion
3. Legal–Rational Authority
- Based on laws & rules
- Modern bureaucracy
- Constitutional state
Modern democracy rests mainly on legal-rational authority.
4️⃣ BUREAUCRACY – IDEAL TYPE
Weber described bureaucracy as the most efficient form of administration.
Features:
- Hierarchy
- Written rules
- Division of labour
- Merit-based recruitment
- Impersonality
- Career orientation
This is an “Ideal Type” — not perfect reality, but a model.
5️⃣ RATIONALIZATION
Modern society moves from tradition → rational calculation.
But danger: “Iron Cage of Rationality”
Individuals become trapped in rigid systems.
6️⃣ WEBER ON STATE
State = organization that claims monopoly of legitimate use of physical force within a territory.
This definition is extremely important for UPSC.
7️⃣ WEBER vs MARX
- Marx → Economic class explains power.
- Weber → Power is multidimensional (class, status, party).
Weber rejects economic determinism.
