“Accountability is the cornerstone of democratic administration.” Discuss.

 Model Answer (250 Words)

Accountability refers to the obligation of public officials to answer for their actions and decisions to appropriate authorities and ultimately to the citizens. In democratic administration, accountability ensures that power is exercised responsibly and in accordance with the law.

Accountability operates through multiple mechanisms. Vertical accountability involves electoral processes and citizen oversight. Horizontal accountability includes institutional checks such as the legislature, judiciary, Comptroller and Auditor General (CAG), and vigilance bodies. Administrative accountability functions through internal controls, service rules, and performance evaluation.

In India, instruments such as the Right to Information Act, social audits, parliamentary committees, and Lokpal institutions strengthen transparency and oversight. These mechanisms promote rule of law and protect public interest.

However, excessive procedural controls may sometimes create decision paralysis and bureaucratic caution. Balancing accountability with administrative efficiency remains a persistent challenge.

In the era of digital governance, technology enhances transparency but also raises concerns about data privacy and algorithmic accountability.

Thus, accountability is not merely a procedural requirement but the cornerstone of democratic legitimacy, ensuring trust, transparency, and responsible governance.
