Unlike government, which is hierarchical and authority-driven, governance emphasizes collaboration, participation, transparency, and accountability. For instance, public-private partnerships in infrastructure development, social audits in welfare schemes, and digital platforms like e-governance systems reflect governance beyond traditional governmental control.
The shift from government to governance signifies movement from command-and-control models to network-based and participatory approaches. This transformation is closely linked to globalization, decentralization, and technological advancement.
However, diffusion of authority in governance may create coordination challenges and accountability gaps if not properly regulated.
