UPSC CSE Political Science & International Relations – Paper I Structured Analytical Notes | Shaktimatha Learning

1️⃣ Why Study Approaches?

Political Theory is not just about “what is politics” — it is also about how we study politics. Different scholars developed different approaches based on their time, ideology and intellectual climate.

Understanding approaches helps you:

  • Structure Mains answers comparatively
  • Write critical evaluations
  • Link thinkers across themes
  • Score high in 20-mark analytical questions

2️⃣ Traditional Approaches

(A) Philosophical / Normative Approach

Focus: What ought to be? Concerned with justice, liberty, equality, rights.

Thinkers: Plato, Aristotle, Hobbes, Locke, Rousseau

✔ Value-based ✔ Moral reasoning ✔ Ideal state discussions ✖ Criticized for being abstract and unrealistic

(B) Historical Approach

Studies political institutions through historical evolution.

✔ Contextual understanding ✔ Traces development of ideas ✖ May ignore present realities

 (C) Institutional Approach

Focuses on formal structures: Legislature, Executive, Judiciary.

✔ Legal-constitutional analysis ✖ Neglects behavior and informal power structures

3️⃣ Modern Approaches (20th Century Revolution)

 (A) Behavioral Approach

Emerging after World War II, especially in USA. Focus shifted from institutions to political behavior.

✔ Empirical ✔ Scientific methods ✔ Data-based ✖ Value-neutral bias

Key Scholar: David Easton

 (B) Post-Behavioralism

Reaction against excessive scientism.

David Easton argued: “Relevance and action must replace pure research.”

✔ Combines facts + values ✔ Focus on real social problems

4️⃣ Contemporary Approaches

 (A) Marxist Approach

Politics as class struggle. State as instrument of ruling class.

✔ Structural inequality analysis ✖ Economic determinism criticism

 (B) Feminist Approach

Questions male-centric political theory. Focus on gendered power structures.

p(C) Postmodern Approach

Rejects universal truth. Emphasizes discourse, identity, power narratives.

5️⃣ Comparative Analytical Table (For Mains)

Approach Focus Nature Criticism
Traditional Institutions & Values Normative Abstract
Behavioral Political Behavior Empirical Value-neutral bias
Post-Behavioral Relevance Fact + Value Still debated
Marxist Class Structural Economic reductionism

6️⃣ UPSC MAINS APPLICATION
