1️⃣ Why Liberty is Central to Political Theory?

Liberty is one of the foundational concepts of political thought. Every major ideology — Liberalism, Marxism, Republicanism, Feminism — defines itself through its understanding of liberty.

Without liberty, democracy becomes hollow. Without liberty, rights become meaningless. Without liberty, political participation becomes symbolic.


2️⃣ Classical Meaning of Liberty

Classically, liberty meant absence of restraint. The individual should be free from external interference.

Key Thinkers: Hobbes, Locke, J.S. Mill

  • Hobbes → Liberty = absence of external impediments
  • Locke → Natural rights-based liberty
  • Mill → Harm Principle (On Liberty)

Mill’s Harm Principle: Power can only be exercised over an individual to prevent harm to others.


3️⃣ Isaiah Berlin – Two Concepts of Liberty

📌 (A) Negative Liberty

“Freedom from interference.”

Area within which a person can act unobstructed by others.

  • State should be minimal
  • Emphasis on individual autonomy
  • Linked with Classical Liberalism

📌 (B) Positive Liberty

“Freedom to control one's own life.”

  • Self-mastery
  • Collective self-rule
  • Linked with Welfare State

Berlin warned that positive liberty can justify authoritarianism if misused.


4️⃣ T.H. Green – Moral/Positive Liberalism

Liberty is not merely absence of restraint. It is the ability to develop one's capacities.

State intervention may be necessary to create real freedom (education, health, welfare).

Thus, modern liberalism supports welfare state.


5️⃣ Marxist View of Liberty

Liberal liberty is illusionary under capitalism. True liberty is possible only after abolition of class exploitation.

Freedom = freedom from economic domination.


6️⃣ Republican Concept of Liberty

Freedom as non-domination.

Not just absence of interference, but absence of arbitrary power.


7️⃣ Feminist Critique

Traditional liberty ignores private sphere oppression.

Patriarchy restricts women's freedom even without formal state interference.
