Why Should Citizens Obey the State?
1️⃣ WHAT IS POLITICAL OBLIGATION?
Political obligation refers to the moral duty of citizens to obey the laws of the state.
It answers the fundamental question: Why should individuals obey political authority?
2️⃣ SOCIAL CONTRACT THEORY
Thomas Hobbes
Individuals surrender rights to a sovereign for security. Obedience is required to prevent chaos.
John Locke
Government exists to protect natural rights. If government violates rights → people have right to revolt.
Rousseau
Obedience to the General Will is obedience to oneself. Political obligation comes from collective self-rule.
3️⃣ UTILITARIAN THEORY
Thinkers like Bentham and J.S. Mill argued that obedience is justified if it promotes greatest happiness of the greatest number.
Obligation = based on utility and social benefit.
4️⃣ IDEALIST THEORY
Hegel argued that the State is the embodiment of ethical life. Obedience to state = realization of freedom.
Political obligation is moral and spiritual.
5️⃣ ANARCHIST CRITIQUE
Anarchists like Bakunin rejected political obligation.
They argue: No authority has moral right to command obedience.
State = coercive institution.
6️⃣ CONSENT THEORY
Citizens obey because they have consented to authority.
Consent may be:
- Express (voting, oath)
- Tacit (living in territory)
7️⃣ FAIR PLAY THEORY
If citizens benefit from public goods, they must contribute by obeying laws.
Example: Roads, security, welfare schemes.

In democratic systems:
- Laws are made by representatives
